Elias K. Owen, born in Chicago, 21 November 1834, entered the Navy in 1848.

In 1863–64, LCdr. Owen commanded the gunboat Louisville and a division of RAdm. David Dixon Porter’s Mississippi Squadron in operations on the Red, Yazoo and Mississippi Rivers. In 1865, he was posted to the receiving ship North Carolina at New York.

LCdr. Owen died 8 April 1877 at Kaskaskia, Illinois.
