James L. Lardner was born 20 November 1802 at Philadelphia and was appointed midshipman 10 May 1820.

During the Civil War, he commanded frigate Susquehanna, taking part in action at Port Royal and the capture of Forts Walker and Beauregard.

In May 1862, he assumed command of the East Gulf Blockading Squadron. Promoted commodore in July, he later commanded the West India Squadron.

After retiring, he was appointed rear admiral in 1866 and served on various boards until appointed Governor of the Naval Asylum.

He died 12 April 1881 at Philadelphia.
